yes, when cups is running on the local (client) machine I can telnet to
port 631:
$ telnet localhost ipp
Trying 127.0.0.1...
Connected to localhost.localdomain.
Escape character is '^]'.
foo
Connection closed by foreign host.
I dont get any html back tho. If I telnet to port 631 on the server then
I do see plenty of html (HTTP/1.0 400 Bad Request). Makes it sound like
cups is not configured correctly...
