Just in case this bites anyone else....
I've been having problems with keybaord and mouse not working on a Debian
machine since the recent(ish) switch to using the 'evdev' driver.
Finally nailed it this morning. I had a collection of
/etc/rc?.d/[SK]01udev
in /etc/rc0.d, rc1.d etc. These are left over from an old package - the only
rc entries for udev should be in rcS.d. Zapping them all stopped udev trying
to restart, and fixed my problems.
